Community
transport organisations - trading & contracts; good practice guidelines
This guide was commissioned by the Greater Manchester Pasenger Transport
Executive (GMPTE) and written by Anthony Travis.
It was designed to help community transport organisations understand the legal
and
other implications of providing services under contract to statutory authorities
such as GMPTE.
Using
Multi Passenger Vehicles
This Guide was written by Anthony Travis for the CTA.
It forms part of a set issued by the CTA as part of its Rural
Transport Initiative in England, which was funded by the Countryside
Agency.
CT schemes – especially, but not exclusively, in rural areas – will
be
aware of the growing popularity of smaller vehicles, often known as
MPVs or People Carriers.
This Guide aims to cover the important
issues to take into account when considering purchase and operation of
MPVs.
Volunteers & expenses
A guide to some of the issues surrounding payment of volunteers' expenses, including links to useful further information.
Community
transport on Merseyside
Written by Anthony & Stephen Travis for the CTA, as part of a ChangeUp-funded investigation into Voluntary Sector needs for, and knowledge of, community transport.
Guide
on De Minimis Rules for Bus Subsidy Contracts
These notes, authored by DfT, provide guidance on the changes introduced
by the Service Subsidy Agreements (Tendering) (England) (Amendment) Regulations
2004 which came into force on 1 April 2004.
The provisions in these regulations
are commonly referred to as the 'De Minimis' rules/exceptions, under which
local transport authorities are in some cases excepted from the requirement
to let bus subsidy contracts through competitive tender.
This is particularly relevant to CT operators wishing to bid for contracts with local transport authorities, as it gives these authorities powers to let certain contracts without having to use a competitive tendering process.
What
is Demand Responsive Transport (DRT)
This paper sets out what DRT is, and discusses its relation to CT. Does it differ from community transport? Can DRT replace failing main bus routes? How can DRT combat Social Exclusion?
A review of the North Manchester DRT (Local Link) Service.
Carried out for GMPTE - this study examined an innovative approach in which four organisations worked together to deliver a Local Link service in North Manchester
