It was designed to help community transport organisations understand the legal and other implications of providing services under contract to statutory authorities
such as GMPTE.

This Guide was written by Anthony Travis for the CTA.
It forms part of a set issued by the CTA as part of its Rural Transport Initiative in England, which was funded by the Countryside Agency.
CT schemes – especially, but not exclusively, in rural areas – will be aware of the growing popularity of smaller vehicles, often known as
MPVs or People Carriers.
This Guide aims to cover the important issues to take into account when considering purchase and operation of MPVs.

Adobe PDF logo Guide on De Minimis Rules for Bus Subsidy Contracts

These notes, authored by DfT, provide guidance on the changes introduced by the Service Subsidy Agreements (Tendering) (England) (Amendment) Regulations 2004 which came into force on 1 April 2004.
The provisions in these regulations are commonly referred to as the 'De Minimis' rules/exceptions, under which local transport authorities are in some cases excepted from the requirement to let bus subsidy contracts through competitive tender.

This is particularly relevant to CT operators wishing to bid for contracts with local transport authorities, as it gives these authorities powers to let certain contracts without having to use a competitive tendering process.
